Yellow alert in Delhi: Know what’s allowed, what’s not

The Delhi government imposed yellow alert in the national Capital with Covid cases increasing as the city recorded 496 Covid cases, 1 death with positivity rate at 0.89 per cent in the last 24 hours, highest since June 4.

GRAP Level 1 was implemented due to positivity level remaining over 0.5 per cent for past 2-3 days. “We are imposing restrictions to avoid this virus from entering anyone’s homes. A few months ago, we had formulated a ‘Graded Response Action Plan’ (GRAP) in order to take appropriate action and impose restrictions depending on the level of spread of the coronavirus. We developed this plan so that we wouldn’t have to sit down and brainstorm our plan of action every time. This would ensure a scientific and systematic approach to impose a certain amount of restrictions at a certain percentage of Covid prevalence. Under GRAP, we had decided that in case the coronavirus positivity rate remains over 0.5 per cent for two days consistently, the Yellow Alert or Level 1 will be imposed. Since the positivity rate has consistently been above 0.5 per cent for the past 2-3 days, we have decided to impose Level 1 starting today. Certain activities and places are having restrictions imposed on them,” Delhi Chief Minister Arvind Kejriwal said.

Here is the complete list of curbs announced by the Delhi government under GRAP.

1. Night curfew on movement of people from 10pm to 5am throughout the NCT of Delhi.

2. Places which are going to shut in Delhi are schools, cinemas, gyms, auditoriums, assembly halls, spas, yoga institutes, amusement and water parks. Yoga activities are allowed outside.

3. Barber shops and salons are open.

4. Sports complexes, except those being used for training sportspersons for participation in national/international events, are closed. Swimming pools are also closed save opened for those training the athletes.

5. Shops in malls to operate on odd-even basis. In weekly markets of the national Capital, people are made to follow prescribed Standard Operating Procedures (SOPs), like wearing of masks etc.

6. Only one authorised weekly market (up to the limit of 50 per cent of the allowed vendors at normal time) per day per zone in all three municipal corporations/NDMC/Delhi Cantt Board shall be allowed.

7. In market and market complexes, shops are allowed between 10am and 8pm on odd-even basis. And establishments will open on alternate days depending on shop numbers.

8. All standalone (single) shops neighbourhood (colony) shops and shops in residential complex are allowed between 10am and 8pm without restriction of odd-even.

9. Standing passengers not allowed in Metro trains and buses. They will operate at 50 per cent of seating capacity.

10. Restaurants allowed with 50 per cent of seating capacity from 8am to 10pm.

11. Bars allowed with 50 per cent of seating capacity from 12 noon to 10pm.

12. Hotels and lodges to open with condition that no banquets/conferences are allowed. Room occupancy as well as room services to in-house guests is allowed.

13. Private offices to function up to 50 per cent of staff attendance between 9am to 5pm (offices falling under exempted category allowed to function with 100 per cent attendance).

14. For weddings, 20 people allowed with restriction that marriage to be organised in court or at home only. In case of funeral related gatherings, only 20 people allowed.

15. Inter-State movement of buses allowed but only with 50 per cent of seating capacity for transportation of only exempted/allowed category including medical emergencies. No standing passengers allowed.

16. Autorickshaw/e-rickshaws/cycle rickshaws: Allowed with up to two passengers. Five passengers allowed in Maxi Bab and 11 in RTVs.
